a reboot is just restarting your computer. So your answer is no. If you meant that you wanted to a clean install of your OS then the answer is yes.

No, you have to use a anti virus program. You can go to housecall.com and they will do a free scan and remove the virus. You can also download free anti virus programs.

try doing a system restore to before you started having problems
start menu>all programs>accessories>system tools>system restore

For Viruses, Malware & Adware Removal
Re-boot your computer in SAFE MODE
To run it in Safe Mode, as soon as your computer turns on hit the F8 key (repeatedly) until a screen comes up
Choose Start computer in SAFE MODE with network support
Download and install Malware Bytes and AVAST
Run a FULL SCAN with both programs – They are FREE.
